To make the decimal point optional,

(^[1-9]{1}\d{4,9}[\.\d{2}]?)|(^[8]{1}[5-9]{1}[0-9]{2}[\.\d{2}]?)|(^[9]{1}\d{3}[\.\d{2}]?),

So it will work for 8585 as well as 8585.99 also
