In Windows7 you occasionally have to run the setup as administrator. Right click on the installer file and select "run as administrator". As your login you may not have rights to modify files\folders in Program Files or Windows directories.
If you can not "run as administrator" or alter your permissions on the folders, the next best option would be to use a folder you have full rights to, like Public, or make a folder on the root of the drive and use that to install (c:\programs). Be sure you have full rights to this new folder.
