Just Explain the Cost to Both the managers both developer and Test manager let themdecide who take the work around.

In Simple words To change some thing for automation it will involve a cost.that Cost but be Less or the benifit from automation must be greater than that Cost.

Well, one needs to have patience and talk again with the developers. If still nothing happens then it'll be wise decision to talk to your manager about the situation. Your manager and you can decide wheather to let the issue be or talk to the developer's manager.

Don't show wrong attitude when dealing with anyone

If you are correct dont bother for anyone and let your senior know about the situation.
