The only thread I saw was 'how to NOT make 'read Only'

Hello, I've created several TESTs on the server, which each licensed user can get to.

How can I ensure that these TESTs can continue to run on the local machines; but CANNOT be altered from those locations?

in that case dont make them public to users or else you can provide security for your script directory.
ask your network admin on this.

the best way to control such things is to use source control tools like VSS, SAW, TFS etc.
