How to pass encrypted password to .bat file

Hi ,
I have a strange situation.I have encrypted password in my excel sheet.
I want to pass it to a .bat file as a parameter.But before I pass it , I want it to be decrypted.But QTP doesnt have any decrypt tool or function.Can any one help please ?

I have searched the internet and found a way , where You take the encrypted password and paste it into a textbox in a hidden internet explorer ,But Unfortunately this is not working.

To use Encrypted password instead of decrypting and using it use SetSecure method
